The Adoption of a Resolution by the United Nations Security Council concerning the Nuclear Test conducted by North Korea and Other Provocations
(Statement by Foreign Minister Fumio Kishida)
1. Japan highly appreciates that the United Nations Security Council unanimously adopted Resolution 2321 (PDF) concerning the nuclear test conducted by North Korea and other provocations on November 30. North Korea’s nuclear tests and ballistic missile launches are unforgivable outrageous acts and totally unacceptable. In particular, the nuclear test conducted in September, along with the repeated ballistic missile launches, has constituted a new level of threat to the entire international community including Japan. As a member of the Security Council, Japan has been working closely with concerned countries at every level towards the adoption of a firm and strong resolution. We welcome the adoption of this resolution, as it demonstrates a resolute stance of the international community against North Korea.
2. Resolution 2321 reinforces Resolution 2270 (PDF) adopted this March and further restricts the flow of people, goods, and funds to North Korea. To ensure the effectiveness of this resolution, Japan will take appropriate measures in close cooperation with other UN Member States, including a proactive use of the Committee established pursuant to Resolution 1718.
3. Japan once again strongly urges North Korea to sincerely heed the strong warnings and condemnation repeatedly expressed by the international community and to comply faithfully and fully with Resolution 2321 and the series of relevant resolutions, without taking further provocations such as nuclear tests and ballistic missile launches, and to take positive actions towards denuclearization.
4. Japan will continue to make active efforts, under the principle of “dialogue and pressure” and “action for action” and in close coordination with the international community, including the United States and the Republic of Korea, for the comprehensive resolution of outstanding issues of concern regarding North Korea, including nuclear and missile issues as well as the abductions issue, which continues to be the most important. With regard to the abductions issue, Japan is determined to make its utmost efforts to realize the return of all abductees at the earliest possible date through applying intense pressure on North Korea so that it responds to dialogue in an earnest manner.
