II Priority Policies
- (1) Priority Issues
- A. "Quality growth" and poverty eradication through such growth
In order to solve poverty issues in a sustainable manner, it is essential to achieve economic growth through human resource development, infrastructure development, and establishment of regulations and institutions, as well as the growth of the private sector—the aim of all of which is self-reliant development in developing countries.
- B. Sharing universal values and realizing a peaceful and secure society
The foundations for effective, efficient, and stable economic activities include the following: establishing the rule of law, achieving good governance, promoting and consolidating democratization, and respect for basic human rights, including those of women. At the same time as supporting economic and social development, these factors are also key to correcting disparities and otherwise achieving a fair and inclusive society. Japan will provide necessary assistance from this perspective, including assistance for the development of positive law, of legal systems—for example, support with training judicial human resources in fields including the law, correctional treatment, and rehabilitation—and of economic and social systems.
