Foreign Minister MOTEGI's Attendance at the High-Level Ministerial Global Alliance for the Implementation of the Two-State Solution
- The Conference was attended by representatives from more than 60 UN member countries and regions, as well as international organizations, in addition to the Co-Chairs, H.H. Prince Faisal bin Farhan Al-Saud, Minister of Foreign Affairs of the Kingdom of Saudi Arabia, H.E. Mr. Espen Barth Eide, Minister of Foreign Affairs of the Kingdom of Norway, and H.E. Ms. Kaja Kallas, High Representative of the European Union for Foreign Affairs and Security Policy, Vice-President of the European Commission. Strong support for the implementation of the “Comprehensive Plan to End the Gaza Conflict” and UN Security Council Resolution 2803 and the realization of a two-state solution was expressed.
- In his statement, with referring to his visit to a refugee camp in the West Bank supported by Japan and the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) this January , Minister MOTEGI expressed his view that the path toward a two-state solution is becoming increasingly challenging, then he stressed that Japan, which is committed to upholding a free and open international order based on the rule of law, has been calling upon Israel to immediately cease any unilateral actions including settlement activities and to ensure smooth humanitarian access.
- Minister MOTEGI explained that Japan is leading Conference on Cooperation among East Asian Countries for Palestinian Development (CEAPAD): a regional cooperation framework of Asian countries to support Palestine, and will continue to leverage CEAPAD’s unique approach utilizing the resources and expertise of development of East Asian countries to expand the network of assistance . Then Minister MOTEGI reaffirmed that there can be no just and lasting peace in the Middle East without resolving the Palestinian question, and that Japan will continue to pursue proactive diplomatic efforts in close cooperation with the international community.

A 20-point plan announced by The Honorable Donald J. Trump, President of the United States of America in September 2025. It sets out a comprehensive peace process encompassing conditions for a ceasefire and an agreement on the release of hostages in Gaza, the modalities of post-war governance in Gaza, and the process for rebuilding and development in Gaza.

Adopted on November 17, 2025 (local time) by the United Nations Security Council, this resolution supports the “Comprehensive Plan to End the Gaza Conflict” and calls upon all parties to implement it.
