Nuclear Disarmament and Non-Proliferation

On March 7 and 8, the Ministry of Foreign Affairs, jointly with the United Nations Office for Disarmament Affairs (UNODA) and the United Nations University (UNU), hosted the United Nations Security Council Resolution 1540 ("UNSCR 1540.") stakeholder meeting to promote the implementation of the resolution.

  1. The meeting was attended by ASEAN countries that are in need to promote the implementation of Resolution 1540 and donor countries and organizations with experience in supporting implementation (India, Australia, China, Pakistan, the United Kingdom, Canada, Norway, the United States, the European Union, and international organizations). The ASEAN countries shared their main challenges and needs for the implementation of the resolution, while the donor countries introduced their past efforts and achievements in providing assistance.
  2. A member of Group of Experts for 1540 Committee also attended and explained the domestic measures that the main provisions of the resolution obligate, and an overview of the matchmaking mechanism being implemented by the Committee to select the most appropriate donors for countries in need of implementation assistance.
  3. Japan emphasized the increasing importance of resolution implementation in Asia as the region's role as a global supply chain increases, and noted that outreach to domestic stakeholders, including industry, is also important.
  4. All participants agreed to strengthen their efforts to implement the resolution and continue to work together.

Resolution 1540 was adopted unanimously by the Security Council in 2004 under Chapter VII of the UN Charter. It obligates all member states to refrain from providing any form of assistance to non-state actors, including terrorists, who attempt to develop, acquire, manufacture, possess, transport, transfer, or use nuclear, chemical, or biological weapons or their means of delivery. It also requires all member states to establish national controls to prevent the proliferation of weapons of mass destruction and their means of delivery in order to exercise appropriate control over related materials.
