What was the role of the Arrangement? Has it been achieved?

(1) In the past 10 years, market access in Japan has been dramatically improved. Foreign semiconductor firms have steadily penetrated the Japanese market. Foreign and Japanese firms have rapidly facilitated industrial cooperation through design-ins and other measures.

(2) In addition, during recent years, there has been no indication of dumping in the U.S. market by Japanese semiconductor industry. Considering these facts, the Arrangement's historical role has been fully accomplished.
