Amendment of the Basic Plan regarding Response Measures Based on the Law Concerning the Special Measures on Humanitarian and Reconstruction Assistance in Iraq

Partial amendment will be made in the Basic Plan regarding Measures Based on the Law Concerning the Special Measures on Humanitarian and Reconstruction Assistance in Iraq based on the stipulation under Article 4 of paragraph 1 of the Law Concerning the Special Measures on Humanitarian and Reconstruction Assistance in Iraq (Law No. 137 of 2003) which is applied mutatis mutandis in accordance with to Article 4 of paragraph 3 of the Law. The revisions are as follows.

Delete (b), B, (2) of 2 and make (c) into (b).
Delete b), (b),B, (3) of 2 and make c) into b).
Replace "December 14, 2004" with "December 14, 2005" in B, (4) of 2 and B, (6) of 2.
Delete the phrase "power generators and other necessary devices for the establishment of power generators at public facilities" in (5) of 2.
Add the following to (6) of 2.

"D. In implementing activities for humanitarian and reconstruction assistance by the Self-Defense Forces units stipulated in A of (2), the Government of Japan will examine in a careful manner relevant factors such as achievement in reconstruction in Iraq, level of progress of the political process in Iraq through implementation of elections and others, the situation surrounding local security such as improvement in the capacity of Iraqi security forces, activities of the multinational force and changes in its composition, and take necessary measures it necessary"

Use the line in (2) of 3, "Japan will sufficiently consult and closely communicate with the United Nations, international organizations related to humanitarian and reconstruction assistance, and relevant countries including Iraq in order to ensure adequate implementation of the said activities including the designation of areas in which to support activities for ensuring security are to be conducted " as A, (2) of 3 and add the following to (2) of 3.

"B. In implementing activities for securing safety by the Self-Defense Forces units stipulated in A, of (1), the Government of Japan will examine in a careful manner relevant factors such as achievement in reconstruction in Iraq, level of progress of the political process in Iraq through implementation of elections and others, the situation surrounding local security such as improvement in the capacity of Iraqi security forces, activities of the multinational force and changes in its composition, and take necessary measures it necessary"
