The Outline of the Basic Plan regarding Response Measures
Based on the Law Concerning the Special Measures on Humanitarian and Reconstruction Assistance in Iraq
1. Basic Policy
Major combat operations in Iraq have ended, and the international community is actively working on the reconstruction assistance in the country.
Reconstruction of Iraq is extremely important not only for the people of Iraq and peace and stability of the Middle East, but also to secure peace and stability of the entire international community including Japan.
As such, Japan has decided to extend as much assistance for the reconstruction of Iraq as possible, on its own initiative and actively, and will implement measures such as activities for humanitarian and reconstruction assistance, based on the Special Measures Law for Humanitarian and Reconstruction Assistance in Iraq.
2. Matters regarding Activities for Humanitarian and Reconstruction Assistance
(1) Basic matters regarding Activities for Humanitarian and Reconstruction Assistance

Immediate assistance is necessary in medical services and other areas. The Troops of the Self-Defense Forces (SDF) and the Support Personnel for the Reconstruction of Iraq, in close coordination with the relevant Embassies, will collaborate on reconstruction assistance.
- Building good relationship with the local community is important. The Japanese personnel will make the utmost effort to this end.
(2) Categories and Contents of Activities for Humanitarian and Reconstruction Assistance
b) Activities for humanitarian and reconstruction assistance implemented by the Support Personnel for the Reconstruction of Iraq The activities to be conducted are medical services, rehabilitation and maintenance of facilities necessary for reconstruction assistance in Iraq and improvement in irrigation. These activities are to be implemented carefully and flexibly, under the premise of ensuring their security, sufficiently assessing conditions and taking appropriate security measures.
(3) The Range of Areas in which Activities for Humanitarian and Reconstruction Assistance will be Implemented
Southeastern part of Iraq centering around the Governorate of Al Muthanna
ii) transportation of materials such as those for humanitarian and reconstruction use and others:
- Airport facilities in Kuwait and Iraq
- Southeastern part of Iraq centering around the Governorate of Al Muthanna
- Indian Ocean, including the Persian Gulf
b) The range of areas in which activities for humanitarian and reconstruction assistance will be implemented by the Support Personnel for the Reconstruction of Iraq
hospitals and medical facilities in Iraq
ii) rehabilitation and maintenance of facilities necessary in assisting the reconstruction of Iraq:
public facilities such as water purification plants in Iraq
iii) improvement in irrigation:
Southeastern part of Iraq centering around the Governorate of Al Muthanna
(4) The Troops of the SDF which Implement Activities in the Territories of Foreign Countries as well as the Duration of Dispatch

The Troops of the Ground Self-Defense Forces for medical services, water supply, rehabilitation and maintenance of schools and other public facilities:
bulldozers, wheeled armored personnel carriers, light-armored mobile vehicles and other vehicles, and; weapons necessary for safety of personnel (pistols, rifles, machine guns, recoilless rifles and light anti-tank munitions)

The Troops of the Ground Self-Defense Forces for medical services, water supply, rehabilitation and maintenance of schools and other public facilities:
bulldozers, wheeled armored personnel carriers, light-armored mobile vehicles and other vehicles, and; weapons necessary for safety of personnel (pistols, rifles, machine guns, recoilless rifles and light anti-tank munitions)

The Troops of the Maritime Self-Defense Forces for transportation for the Ground Self-Defense Forces and others:
transport ships, other vessels suitable for transportation and destroyers

(5) Important Matters Regarding the Procurement of Goods Other Than Those Goods Which Are or Have Been Utilized by the Relevant Administrative Agencies for Their Work or Operations with a view to Transferring Them to the United Nations and Others
(6) Other Important Matters regarding the Implementation of Activities for Humanitarian and Reconstruction Assistance
3. Matters regarding Support Activities for Ensuring Security
- The Troops of the SDF which implement the activities for humanitarian and reconstruction assistance may implement the support activities for ensuring security such as medical services, transportation, storage of goods, communication, construction, repair or maintenance, replenishment or decontamination, provided that such activities do not affect the activities for humanitarian and reconstruction assistance.
- The range of areas in which the support activities for ensuring security will be implemented will be the same as that for the activities for humanitarian and reconstruction assistance.
4. Matters regarding Coordination and Cooperation of Relevant Government Agencies for the Implementation of Response Measures
