Japan's Cooperation to ASEAN Countries in the field of Human Resources Development and Education

Overview: Japan has already been extending various assistance to ASEAN countries in the fields of elementary, secondary and higher education. Japan has also been promoting the acceptance of ASEAN students by, for example, expanding the government scholarships, improving the environment and institution for accepting ASEAN students.
I. Elementary and Secondary Education
1. Grant Aid
A. General Grant Aid
- Construction of facilities related to basic education
- Teacher training, etc.
B. Grant Assistance for Grassroots Projects
- Construction of school buildings
- Provision of equipment and materials
- Assistance to remote education
2. Loan Aid
- Construction of school buildings
- Provision of educational facilities
- Teacher training
- Provision of teaching materials, etc.
3. Technical Cooperation
- Dispatch of experts to improve curriculum development and educational administration
- Dispatch of Japan Overseas Cooperation Volunteers (teachers of Japanese language, etc.)
- Acceptance of trainees for teacher training, etc.
II. Higher Education and Human Resources Development
1. Development of highly specialised human resources
A. Construction of a base of Human Resources Development
- Construction of Facilities and the Lao-Japan Human Resources Cooperation Center in the National University of Laos (99-01, 1,186 million yen)
- Construction of Viet Nam-Japan Human Resources Cooperation Center (Hanoi, Ho Chi Minh) (2000, 777 million yen)
B. Dispatch of experts for technical assistance in the financial sector
C. Assistance to the creation of "Southeast Asia Engineering Education Development Network: SEED-Net"
D. High-level education for officials in charge of development (acceptance of long-term trainees, etc.)
E. Expansion of the dispatch of Overseas Senior Volunteers
F. Assistance to human resources development through yen-loan projects (ex. Human Resources Development Centers for Industry, Maritime Education and Training)
2. Promotion of the acceptance of foreign students

A. Expansion of "Japanese Government Scholarship"
B. Young Leaders' Program" (YLP)
This program aims to contribute to the fostering of future national leaders in Asian and other countries. It began in October this year.
C. Improving the environment and institution for accepting foreign students
- Enhancing the assistance for foreign students studying in Japan at their own expenses through such measures as provision of financial assistance (provision of bounties for study, reduction of and exemption from school fees, etc.)
- Increasing the number of dormitories for foreign students (construction of "Tokyo Academic Park", etc.)
- Promoting mutual recognition of credits between Japanese colleges and ASEAN colleges
- Encouraging more lectures to be given in English in Japanese colleges and graduate schools
D. Implementation of "Grant Aid for Scholarship Program" and "Exchange Student Loans"
E. "Japan Exchange program for ASEAN High School Students" This program was proposed by then Prime Minister Mori at the Japan-ASEAN Summit Meeting last year. It is composed of short-term and long-term exchange programs of high school students.
F. "Asian Youth Fellowship" (The Japan Foundation Asia Center)
- "Exchange program for High-School Students"
- "Preparatory Program in Malaysia for Asian University Graduates" (Provision of preparatory education, mainly Japanese language training, in Malaysia to university graduates before they receive Japanese government scholarship.)
G. Examination for Japanese University Admission for International Students (EJU)
- The EJU is a new examination starting from 2002, and makes it possible for international students wishing to study in Japan to be accepted to a Japanese university before actually coming to Japan. This examination will be held in Japan as well as outside of Japan, twice annually in June and November.
3. Cultural Grant Aid
- Supply of language laboratory equipment, educational equipment, etc., to universities and institutes.
