The first Japan-Brazil Foreign Ministers’ Strategic Dialogue

The two foreign ministers engaged in a strategic dialogue

On May 18, commencing at 6:20 p.m. for approximately 120 minutes, Mr. MOTEGI Toshimitsu, Minister for Foreign Affairs of Japan, held the 1st Japan-Brazil Foreign Ministers’ Strategic Dialogue with H.E. Mr. Mauro Vieira, Minister of Foreign Affairs, Brazil.
Additionally, on the occasion of this Strategic Dialogue, the two ministers signed the Memorandum of Cooperation on Assisting Japanese and Brazilian Nationals Abroad and the Supplementary agreement for the Project for Promoting and Improving Health Services for Inclusion of Persons with Disabilities. The two Ministers also welcomed the decision of implementing two technical cooperation projects in the areas of the forest conservation, and degraded pastures restoration.

1. Opening Remarks

At the outset, Minister MOTEGI welcomed Minister Vieira’s visit to Japan and expressed that Brazil has the largest Nikkei community in the world, and is a “Strategic and Global Partner” that shares fundamental values and principles. Minister MOTEGI also expressed his desire that this 1st Foreign Minister’s Strategic Dialogue would lay the foundation for strengthening bilateral relations. In response, Minister Vieira expressed his gratitude for the welcome he received on his trip and expressed his desire to further strengthen Japan-Brazil relations under the “Strategic and Global Partnership”.

2. Bilateral Relations  

  1. The two Ministers confirmed that bilateral relations have been deepening across various fields through the steady implementation of Strategic and Global Partnership Action Plan Japan-Brazil (2025-2030) announced during President Lula’s State Visit to Japan last March and concurred to continue to cooperate in line with this Action Plan.
  2. The two Ministers confirmed that they would further strengthen trade and investment ties between Japan and Brazil, and take economic relations to an even higher level. The two Ministers also welcomed the progress in the discussions under “Strategic Partnership Framework between Japan and MERCOSUR” and confirmed that Japan and MERCOSUR would summarize the discussions under this framework.
  3. Minister MOTEGI mentiond that bilateral relations hold great potential from the perspective of diversifying supply chain for critical mineral and ensuring energy and food security, and expressed his expectations for further strengthening of economic cooperation between the two countries. Minister Vieira expressed his concurrence with Minister MOTEGI’s remarks and indicated that, in light of the current international situation, Brazil is prepared to engage in constructive discussions regarding the procurement of Brazilian crude oil in Japan.
  4. Minister MOTEGI also stated that technical cooperation projects for forest conservation and degraded pastures restoration, which have been decided to be implemented, constitue the Co-Coreation for Common Agenda Initiative for Brazil announced last year, and Japan would continue cooperation in these areas, as well as cooperation in such areas as climate change and the global environment through the Mission for Inclusive Development by Responsible Investment (MIDORI). Minister Vieira expressed his gratitude for Japan’s cooperation and his willingness for further collaboration on climate action.
  5. The two ministers also concurred on continuing consultations to advance bilateral collaboration and cooperation on carbon markets, with a view to the possibility of establishing, under mutually agreed modalities and procedures, a bilateral Joint Crediting Mechanism (JCM), in efforts to ensure stable energy supply, achieve economic growth, and promote decarbonization simultaneously, in line with the goal of Paris Agreement.
  6. The two Ministers concurred on further strengthening information sharing in peace time and mutual cooperation in times of crisis to ensure the safety of their nationals abroad, under the Memorandum of Cooperation on Assisting Japanese and Brazilian Nationals Abroad that was signed on this occasion.

3. Regional and international affairs

  1. Minister MOTEGI explained the updated “Free and Open Indo-Pacific (FOIP)” and the two ministers discussed regional affairs, including the situation in the Middle East, the situation in East Asia and concurred to continue to work closely together on various issues facing the international community.
  2. The two ministers confirmed to continue working together as the G4 toward concrete progress in UN Security Council reform.

 

(Reference2) Three technical cooperation projects

  1. The Project for Promoting and Improving Health Services for Inclusion of Persons with Disabilities: aims to establish a foundation for disability-inclusive health service provision by strengthening collaboration among stakeholders, including persons with disabilities, government officials, and healthcare professionals, establishing processes for data collection on persons with disabilities, and enhancing the capacity of stakeholders to provide appropriate health services to persons with disabilities.
  2. The Project for Capacity Development for Forest Monitoring and Restoration with Advanced Technologies in the Brazilian Legal Amazon: aims to promote forest restoration in the Brazilian Legal Amazon by strengthening systems for detecting and forecasting deforestation, establishing a forest restoration monitoring system, and identifying effective restoration methods.
  3. The Project for Recovery and Conversion of Degraded Pastures into Sustainable Agricultural Field in the Cerrado Region: aims to contribute to agricultural development that is compatible with natural resources and the environment in the Brazilian Cerrado region by establishing a data infrastructure and operational framework necessary for policy formulation and implementation through Japan–Brazil research cooperation and public–private collaboration to develop monitoring and analysis methods for degraded pastureland, as well as technologies for pastureland restoration and conversion to sustainable agricultural fields.
