On November 21 (November 20 local time), Ms. ERI Arfiya, Parliamentary Vice-Minister for Foreign Affairs of Japan, attended the First Ministerial Meeting of the Palestine Donor Group in Brussels, the Kingdom of Belgium, and paid a courtesy call on H.E. Dr. Mohammad Mustafa, Prime Minister of Palestine, who co-chaired the above-mentioned meeting. The details are as follows:
1. Attendance at the First Ministerial Meeting of the Palestine Donor Group
In her statement, Parliamentary Vice-Minister ERI explained Japan's efforts to support Palestine's economic independence toward achieving a two-state solution. She also stated that Japan welcomes the United Nations Security Council Resolution 2803 on the situation in Gaza and that Japan would contribute to international efforts for humanitarian assistance, early recovery and reconstruction, and interim governance in Gaza, in coordination with relevant countries and organizations.

2. Courtesy Call on Palestinian Prime Minister Mustafa
Parliamentary Vice-Minister ERI stated that Japan's position supporting a two-state solution remains consistent and that Japan will play a realistic and proactive role toward its realization. She also expressed respect for Prime Minister Mustafa's leadership to promote the reforms of the Palestinian Authority (PA) and conveyed Japan's commitment to actively support Palestine's state-building efforts. Furthermore, she explained Japan's position and efforts regarding the situation in Gaza and the West Bank.
In response, Prime Minister Mustafa expressed his gratitude for Parliamentary Vice-Minister ERI’s participation in the Palestine Donor Group meeting. He elaborated on the situation in Gaza and the West Bank, as well as efforts to promote the PA reforms. He expressed appreciation for Japan’s longstanding support for Palestine’s development, and expectation for the role that Japan will play in the reconstruction of Gaza at this critical juncture.

- In April 2025, the European Commission established the “Palestine Donor Group” during the first High-Level Political Dialogue with the Palestinian Authority. This meeting marks the group's first ministerial-level gathering. Participants included ministers from EU member states, the Palestinian Authority, regional countries, major donor countries, and international organizations.
