Fifth Meeting of the Council on Safety Measures for International Cooperation Projects
1. The Fifth Meeting of the Council on Safety Measures for International Cooperation Projects took place at the Ministry of Foreign Affairs (MOFA) on August 30. Mr. Kiyoshi Odawara, Parliamentary Vice-Minister for Foreign Affairs, and Mr. Kazuhiko Koshikawa, Senior Vice-President of the Japan International Cooperation Agency (JICA), presented a final report (PDF) on new safety measures to Mr. Fumio Kishida, Minister for Foreign Affairs.
2. The Council prepared the report in light of the five meetings with relevant ministries and agencies held from the First Meeting on July 12 through today as well as opinions from various experts.
3. The report covers (1) strengthening the collection, analysis, and sharing of threat information, (2) the code of conduct for partners and NGOs, (3) physical and non-physical protective measures, and strengthening training and drills, (4) post-crisis response, and (5) heightening crisis management awareness and improving the organizational structures of the MOFA and the JICA.
4. The Government plans to steadily implement the content of the report and further strengthen safety measures related to international cooperation projects.
