1. System for Formulation and Implementation of ODA Policy
(1) Coherent Formulation of ODA Policy
In Japan, the Cabinet Office and the 12 ministries are involved in ODA. It is therefore important that the Government in its entirety shares the same policies and goals and that ministries and agencies do not conflict with one another, thus ensuring consistency and maximizing benefits in terms of ODA. Specifically, the Medium-Term Policy on ODA and Country Assistance Programs are determined in accordance with the ODA Charter. In line with these policies, concrete assistance activities through ODA are examined and implemented by seeking cooperation and collaboration with various donors in the international community. Furthermore, efforts to strengthen the linkages among loan aid, grant aid and technical cooperation are also conducted.
