Fukuoka's average annual temperature is 16.2 degrees Centigrade (61 degrees Fahrenheit). Fukuoka Prefecture has a population of approximately 5-million, the ninth largest prefectural population in Japan. Fukuoka City and Kitakyushu City both have populations of over 1-million, and are two of Japan's twelve major cities which have been especially designated by a government ordinance allowing, among other things, prefectures to commission specific prefectural duties to the city.
