Japan-Australia-India-U.S. (Quad) Foreign Ministers’ Meeting

On July 22, commencing shortly after 10:30 a.m. local time (11:30 a.m., JST) for approximately 60 minutes, Mr. MOTEGI Toshimitsu, Minister for Foreign Affairs of Japan, who is visiting Manila, the Philippines, to attend the ASEAN-related Foreign Minister’s Meetings, held the Japan-Australia-India-U.S. (Quad) Foreign Ministers’ Meeting with Senator the Hon. Penny Wong, Minister for Foreign Affairs of the Commonwealth of Australia, H.E. Dr. Subrahmanyam Jaishankar, Minister of External Affairs of India, and the Honorable Marco Rubio, Secretary of State of the United States of America. On the occasion of the meeting, the Joint Press Release on Cooperation with ASEAN by the Quad Foreign Ministers was issued.
- At the outset, Minister MOTEGI stated that it is very significant that the four Quad ministers were able to gather again so soon after the Quad Foreign Ministers’ Meeting in May. He also stated that this meeting, held on the sidelines of the ASEAN-related Foreign Ministers’ Meetings, sends a strong message that the Quad supports ASEAN Centrality and unity, as well as the ASEAN Outlook on the Indo-Pacific (AOIP), and that the Quad is committed to promoting cooperation that benefits the region. The four ministers shared these views and reaffirmed their commitment to a Free and Open Indo-Pacific (FOIP).
- The four ministers confirmed that the Quad will continue to advance concrete cooperation to realize a Free and Open Indo-Pacific (FOIP), focusing on the four areas of maritime and transnational security, economic prosperity and security, critical and emerging technologies, and humanitarian assistance and emergency response.
- The four ministers held candid discussions based on the Foreign Ministers’ Meeting held in May, and aligned their perspectives on the situations in the Indo-Pacific and the Middle East regions, including in the East China Sea and the South China Sea. Minister MOTEGI shared strong opposition to any unilateral attempts to change the status quo by force or coercion and grave concerns over export restrictions, including on critical minerals, and emphasized the commitment to the complete denuclearization of North Korea and the importance of addressing malicious cyber activities. Furthermore, Minister MOTEGI expressed his appreciation for the continued support of the Australian, Indian, and U.S. governments toward the immediate resolution of the abductions issue.
- The four ministers expressed that they look forward to the convening of the next Quad Leaders’ Summit and Foreign Ministers’ Meeting, and concurred on maintaining close coordination within the Quad framework.
