Japan-Australia-India-U.S. (Quad) Foreign Ministers’ Meeting

On July 1, commencing at 10:00 a.m. local time (11:00 p.m., JST) for approximately 1 hour 30 minutes, Mr. IWAYA Takeshi, Minister for Foreign Affairs of Japan, attended the Japan-Australia-India-U.S. (Quad) Foreign Ministers’ Meeting with Senator the Hon. Penny Wong, Minister for Foreign Affairs of the Commonwealth of Australia, H.E. Dr. Subrahmanyam Jaishankar, Minister of External Affairs of India, and the Honorable Marco Rubio, Secretary of State of the United States of America during his visit to Washington D.C. The overview of the meeting is as follows. On the occasion of the meeting, the Quad Foreign Ministers issued Joint Statement and Fact Sheet.

  1. The four ministers reaffirmed the importance of cooperation among allies and like-minded countries and their commitment to realizing a “Free and Open Indo-Pacific” (FOIP) and that they will further strengthen the cooperation.
  2. The four ministers held strategic and frank discussions on the situation in the Indo-Pacific region, and confirmed their strong opposition to unilateral attempts to change the status quo by force or coercion including in the East China Sea and South China Sea. They discussed the situation regarding North Korea and reaffirmed their commitment to the complete denuclearization of the Korean Peninsula consistent with UN Security Council resolutions (UNSCRs). Furthermore, Minister Iwaya asked for understanding and cooperation from each country for the immediate resolution of the abductions issue and gained their support. The four ministers also discussed the situations in Ukraine and the Middle East.
  3. The four ministers confirmed that the Quad will promote the four areas of maritime and transnational security, economic prosperity and security, critical and emerging technologies, and humanitarian assistance and emergency response as priority areas of cooperation, and concurred with continuing practical cooperation that benefits the region. The four ministers also welcomed the launch of the Quad-at-Sea Ship Observer Mission by coast guard agencies of the Quad, as well as progress in cooperation on the “Indo-Pacific Logistics Network,” and concurred with advancing cooperation on critical mineral resources as a new initiative.
  4. The four ministers concurred with strengthening cooperation toward the Leaders’ Meeting hosted by India later this year and the Foreign Ministers’ Meeting hosted by Australia in 2026.
