Signing and Exchange of Notes for Official Security Assistance (OSA) FY2025 Project to Papua New Guinea Defence Force

On September 16, 2025, in Port Moresby, the capital of Independent State of Papua New Guinea, Mr. MIYAJI Takuma, State Minister for Foreign Affairs of Japan, who is visiting Port Moresby to attend Ceremony of the 50th Independence Anniversary of Papua New Guinea as Special Envoy of the Prime Minister, and The Honourable Justin Tkatchenko, Minister for Foreign Affairs of the Independent State of Papua New Guinea, signed and exchanged notes for 400 Million yen for the Japanese FY 2025 “Official Security Assistance (OSA)”.
- Japan and Papua New Guinea are important partners that share the values and principles such as freedom, democracy and rule of law, and have been working on various areas of cooperation including in the field of security. This year marks the 50th anniversary of independence of Papua New Guinea and both countries commemorate the 50th anniversary of the establishment of diplomatic relations at the same time.
- This project is aiming at strengthening capacities for disaster relief and infrastructure development of Papua New Guinea through the provision of heavy machinery for disaster relief and road construction to the Papua New Guinea Defence Force (PNGDF). It is expected to contribute to maintaining and enhancing peace and security in Papua New Guinea and the region, and thereby serving the realization of a “Free and Open Indo-Pacific.”
- It is also expected that the project will bring synergy with the capacity building projects on Heavy Engineering Equipment Maintenance which have been carried out by Japan Ground Self-Defense Force with PNGDF as a part of their defense cooperation and exchanges.
- In addition, this project will be operated alongside Australia’s disaster relief and security partnership with Papua New Guinea.

OSA is a grant aid cooperation framework which provides equipment and supplies as well as assistance for the development of infrastructures to armed forces and other related organizations of recipient countries. By enhancing their security and deterrence capabilities, OSA aims to strengthen our security cooperation with the recipient countries, to create a desirable security environment for Japan, and to contribute to maintaining and strengthening international peace and security.
