1. On December 3 and 4 (local time on those days), the 26th Meeting of the Energy Charter Conference was held in Tbilisi, the capital of Georgia.

2. At the conference, Mr. Fumio Kishida, Minister for Foreign Affairs of Japan, and Mr. Keiichi Katakami, Ambassador of Japan for the European Union, were approved as Chairperson and as Vice-chairperson, respectively, as Japan will be the host country for next year’s Energy Charter Conference.

3. Ambassador Katakami attended the Meeting as representative of Japan and read a message from Foreign Minister Kishida (English (PDF)Open a New Window / Japanese (PDF)Open a New Window).

In 1991, the European Energy Charter was signed for the purpose of promoting market-oriented reform in the energy sector, and encouraging a stable and favorable climate for energy trade and investment against the backdrop of changes in the Soviet Union and Central Europe. To establish a legal framework to promote cooperation in the energy field in accordance with the objectives and principles of the Charter, the Energy Charter Treaty was adopted in 1994 and entered into force in 1998. Japan ratified the treaty in 2002.

For the purpose of the modernization of the Energy Charter Process, the International Energy Charter, which is based on the European Energy Charter, was signed in May 2015.
