Disarmament and Non-Proliferation, Peaceful Uses of Nuclear Technology

  1. The Eleventh Conference of States Parties (CSP11) to the Arms Trade Treaty (ATT) was held in Geneva, Switzerland from August 25 to 29, 2025. Japan, as a State Party to the Treaty, attended and made active contributions to the CSP11 .
  2. The priority theme for the CSP11 President, Argentina, was the “Treaty Universalization.” Based on this theme, active discussions were held on the development of the Treaty, including universalization. In the general debate, Japan delivered a statement stressing that, in the current international situation, the role of the ATT is increasingly becoming more important from the perspective of the significance of proper management of conventional weapons, and that continuation of strict implementation of the Treaty by all States Parties is crucial. Japan also expressed support for Mexico's proposal to establish an ATT Gender Focal Point (GFP) and contributed to the adoption of the GFP's establishment, with its view that a gender perspective in a concrete manner in the implementation of Treaty Articles 6 (Prohibitions) and 7 (Exports and Export Assessments) holds significant importance.
  3. Regarding treaty universalization, Japan places particular emphasis on universalizing the ATT in the Asia-Pacific region. Throughout the CSP11 period, Japan has engaged with States not Parties in the Asia-Pacific region and shared information about the ATT at every opportunity. Japan explained these efforts extensively to the international community, receiving expressions of appreciation from the President and several States Parties during the CSP11.
  4. On the occasion of the 10 year anniversary of the ATT's entry into force in 2024, a “Political Declaration” was adopted under UK leadership. To continue this initiative, the UK proposed the establishment of a “Five Year Strategy.” With support from the States Parties, including Japan, discussions will now begin on the specific content of this strategy.
  5. South Africa will chair next year's 12th CSP. Japan will continue to strive to play a leading role in the international community in strengthening the implementation of the ATT and promoting its universalization.
