First Session of the Preparatory Committee for the 2015 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT)

- From Monday, April 30 to Friday, May 11, the First Session of the Preparatory Committee for the 2015 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will be convened in Vienna.
- At this Preparatory Committee meeting, wide-ranging discussion is expected on disarmament, non-proliferation, and the peaceful uses of nuclear energy in preparation for the 2015 NPT Review Conference. As a part of Japan’s efforts to actively contribute to the success of this Preparatory Committee, Parliamentary Vice-Minister for Foreign Affairs Mr. Kazuyuki Hamada will address the Committee on May 2, and other delegates including H.E. Ambassador Mari Amano, Permanent Representative of Japan to the Conference on Disarmament, will deliver statements at the Committee.
- Japan places great importance on the maintenance and strengthening of the NPT as the foundation for the international disarmament and non-proliferation regime, and consequently considers this Preparatory Committee to be of great significance. Japan together with nine other non-nuclear-weapon countries established the Non-Proliferation and Disarmament Initiative (NPDI), one of whose aims is to ensure the steady implementation of the Action Plan adopted at the 2010 NPT Review Conference. The NPDI has submitted to this Preparatory Committee joint working papers on transparency in disarmament, a Fissile Material Cut-off Treaty (FMCT), the IAEA Additional Protocol (AP), and disarmament and non-proliferation education (see attached). Japan intends to actively participate in the discussions of the Committee with a view to maintaining and strengthening the NPT regime.
- In the area of disarmament and non-proliferation education, Mr. Masahito Hirose, a resident of Nagasaki, will be sent as a Special Communicator for a World without Nuclear Weapons to speak about his personal experience of the atomic bombing at side events being held on the occasion of the First Preparatory Committee. Through the retelling of his experience, Japan will convey directly to the international community, and particularly to the young generations, the horrible realities of using nuclear weapons, and emphasize the necessity and importance of nuclear disarmament.
