- The 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) will be held at the United Nations Headquarters in New York, from May 3 (Monday) to May 28 (Friday).
- At this Conference, a wide range of discussion will be held regarding the progress up until now in each of the NPT’s three pillars (nuclear disarmament, nuclear non-proliferation and peaceful uses of nuclear energy), as well as future direction. The Conference is expected to adopt its final document at the end, and H.E. Mr. Tetsuro Fukuyama, State Secretary for Foreign Affairs of Japan, will attend the Conference as the head of the delegation of Japan and make a general statement.
- During this Conference, Japan will focus on the future and place priority on making agreements with regard to measures that contribute to maintaining and strengthening the NPT regime. Japan will also exercise leadership and participate proactively in the discussions for strengthening of the international non-proliferation regime, including agreements toward new nuclear disarmament measures, the resolution of nuclear issues relating to North Korea and Iran, and international cooperation for the promotion of the peaceful uses of nuclear energy. In addition, Japan will exert all possible efforts to have its visions and proposals, including the “New Package of Practical Nuclear Disarmament and Non-proliferation Measures” announced jointly with Australia, reflected in the final document of this Conference.
- Mr. Takeshi Nakane, Ambassador to the Permanent Mission of Japan to the International Organizations in Vienna, will act as chair for the Main Committee III, which will address the important issue of the peaceful uses of nuclear energy and will be established under Plenary Meeting.

- Article VIII states that (the following is an excerpt from the Treaty) in order to review the operation of this Treaty with a view to assuring that the purposes of the Preamble and the provisions of the Treaty are being realised. At intervals of five years, a majority of the Parties to the Treaty may obtain the convening of further conferences with the same objective of reviewing the operation of the Treaty.
- The Conference is scheduled to be held from May 3 to May 28 in New York. The provisional agenda of the Conference was adopted in May 2009 by the Third Session of the Preparatory Committee for the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and includes (1) Nuclear non-proliferation, nuclear disarmament, and the peaceful uses of nuclear energy, (2) Security Assurance (3) Safeguards and nuclear weapon-free zones, (4) The right to signatory countries of the peaceful usage of nuclear energy, and (5) Other topics.
- Under Plenary Meeting, three Main Committees will be formed. The Main Committee I will handle the issues of nuclear disarmament and security assurance, the Main Committee II will handle the issues of nuclear nonproliferation, safeguards, and nuclear weapon-free zones, and the Main Committee III will handle the issue of the peaceful uses of nuclear energy.
