On March 31, commencing at 11:25 a.m. for approximately 45 minutes, Ms. TAKAICHI Sanae, Prime Minister of Japan, held a summit meeting with H.E. Mr. Prabowo Subianto, President of the Republic of Indonesia, who paid an Official Visit to Japan. Following a joint press occasion right after the meeting, Prime Minister TAKAICHI hosted a luncheon for approximately 45 minutes. The overview is as follows:

1. Introduction

Prime Minister TAKAICHI welcomed President Prabowo’s visit to Japan and expressed her hope for Japan and Indonesia to make the region stronger and more prosperous together towards the realization of a “Free and Open Indo-Pacific (FOIP).” In response, President Prabowo expressed his gratitude for the warm welcome by the Japanese side and stated his desire to further advance the bilateral cooperation by taking this meeting as an encouraging occasion, and to strengthen the Comprehensive Strategic Partnership.

2. Bilateral Relations

  1. Recognizing that amid increasingly challenging international circumstances deepening cooperation between Japan and Indonesia contributes to peace and stability in the Indo-Pacific region, the two leaders concurred on advancing cooperation in such areas as economy and security.
  2. Economic Area
    A. The two leaders concurred on Japan’s financial assistance for Indonesia to improve its business and investment environment towards strengthening Indonesia’s national resilience. The two leaders also confirmed that the two countries cooperate on the development of industrial human resources, including in the AI area.
    B. Prime Minister TAKAICHI said that as both countries are maritime nations, Japan looks forward to promoting maritime cooperation with Indonesia including the promotion of fisheries industry. In response, President Prabowo expressed his gratitude for Japan’s cooperation to date. The two leaders also confirmed that the two countries promote cooperation in disaster management, bearing in mind that both countries are prone to natural disasters. Prime Minister TAKAICHI expressed Japan’s intention to cooperate on flood control measures and disaster prevention that utilizes Japan’s satellite technology.
    C. The two leaders concurred on advancing cooperation including geothermal power project and waste-to-energy under the “Asia Zero Emission Community (AZEC).” The two leaders also discussed concrete efforts including civil nuclear cooperation. The two leaders concurred on deepening collaboration towards strengthening supply chains including energy resources such as LNG, bearing in mind that the Memoranda of Cooperation regarding critical minerals and nuclear energy were signed between Japan and Indonesia this month while the international community reaffirms the importance of resource and energy security in light of the situation in Iran.
  3. Security Area
    A. Prime Minister TAKAICHI expressed that Japan would continue to assist Indonesia’s armed forces through OSA (Official Security Assistance) from the perspective of maritime security and would also support the enhancement of capabilities of maritime law enforcement agency. In response, President Prabowo expressed his gratitude for Japan’s initiatives and underscored the importance of Japan-Indonesia cooperation on maritime security.
    B. The two leaders welcomed the progress of the discussion towards making a Defense Cooperation Arrangement between the defense authorities since the third “2+2” meeting last year and President Prabowo expressed his desire to advance defense cooperation.

3. Regional and International Issues

  1. The two leaders had an in-depth discussion on the situation in the Middle East including Iran. Prime Minister TAKAICHI expressed her grave concern over the current deterioration of the situation in the Middle East and stated that peace and stability in the Middle East are of utmost importance, from the perspective of energy security. Prime Minister TAKAICHI also expressed her desire to cooperate with Indonesia towards the realization of a two-state solution on the question of Palestine. The two leaders concurred on closely working together towards an early de-escalation of the situation.
  2. Prime Minister TAKAICHI explained about Japan’s position on current situations in the Indo-Pacific region such as the South China Sea, and the policies towards North Korea including the nuclear and missile issues as well as the abductions issue.

4. Conclusion

The two leaders concurred on closer communication between themselves as well as between the foreign ministers to further strengthen the Comprehensive Strategic Partnership, taking this summit meeting as an encouraging opportunity to that end.
