Promoting Health and Human Development
Population Problems and AIDS
Among the areas we are addressing together, the greatest progress is seen in efforts to cope with population problems and AIDS. In February 1994, both Governments pledged a total of US$12 billion, to be disbursed by the year 2000, for programs addressing these two serious global problems.
Both Governments have already provided joint assistance to NGOs experienced in these issues. We support projects in a number of countries, particularly Indonesia, Bangladesh, the Philippines, Ghana and Tanzania.
Both Governments also jointly sponsor assessment studies in Kenya, Zambia and Ghana. Similar efforts will be undertaken during FY1996, with Japan-U.S. joint missions sent to Thailand, the Philippines, Tanzania and elsewhere to formulate important programs.

Japan-U.S. Cooperation for Noguchi Memorial Medical Research Institute in Ghana
- Japan :
- Japan extended project-type technical cooperation to strengthen the
infectious disease and immunology research functions of the Research Institute
and establish its functions as a reference laboratory. As part of its infectious
disease research. Japan extended its cooperation for the establishment of
clinical diagnosis of HIV and immunology studies by the Research Institute.

- The field office of USAID contributed $230.000 in FY 1993 to pay for
its research expenses.Noguchi Memorial Research Institute has been developing
an antiviral agent with the financial assistance of the United States. but
its research activities have been hampered by the inadequacy of animal test
rooms and animal sheds. Form the standpoint of the project-type technical
cooperation of Japan, the Research Institute needs safer test facilities
(PHY3) for HIV tests to make further progress in its pursuit of the antiviral
agent. As the construction of PHY3 and animal sheds would produce definite
results in its research, Japan is now exploring the possibility of extending
grant aid to the Institute.
AIDS Surveillance and Education Project (ASEP) for the Philippines Financed
Through the Cooperation of Japan and the United States
- A technical cooperation project for supplying HIV surveillance equipment

- In FY 1994, Japan extended its cooperation twice in cooperation with
the United States. (a) The strengthening of the HIV surveillance system
in four priority cities -- Cebu, Davao, Pasao, and Quezon (for four years)
: (b) the strengthening of HIV research at the Research Institute of Tropical
Medicine (RITM) (for one year) : (c) donation of HIV test kits, syphilis
test kits. surveillance equipment (motor vehicles and personal computers,
etc.), and peripheral medical equipment necessary for HIV testing (centrifugal
separators, refrigerators, etc.), PCR (AIDS virus DNA finding epuipment
) and attachments to the Ministry of Public Health, local health offices,
the Research Institute of Tropical Medicine, and the Blood Test Center of
the Red Cross (¥75 million).

- As an AIDS Surveillance and Education Project (ASEP), the United States has contributed $2.1 million in 1993-97 to the Ministry of Public Health of the Philippines through WPRO (Westem Pacific Region Office of WHO) to improve the AIDS surveillance system of the country Japan established priority areas at ten locations to strengthen the HIV testing system of the local health offices in these areas in cooperation with the United States to build a nationwide network. While Japan supplied the equipment mentioned above, the United States financed the costs of operating the surveillance system, wages and salaries, and consumabule goods.
