1 Overview
At the International Donors’ Conference on the Reconstruction of Iraq held in Madrid on October 2003, Japan announced its financial assistance package totaling $5 billion. The package comprises $1.5 billion of grant aid for immediate assistance for recovery of living standard of Iraqi people (in the field of health, water and sanitation, security and so on) and up to $3.5 billion of yen loans in order to meet medium-term reconstruction demands (in the field of port , bridges, roads, oil facility, gas power plant and so on). In addition, Japan cancelled 80% of its official debt in November 2005.
2 Grant aid and technical cooperation (approximately $1.67 billion)
- (1) Bilateral assistance for Iraq (approximately $ 870 million including technical cooperation for approximately 4,200 personnel in total)
- (2) Assistance through International Organizations (approximately $ 233 million)
- (3) Assistance through the International Reconstruction Fund Facility for Iraq ($ 490 million: $ 360 million for UNDG ITF, $ 130 million for World Bank ITF)
- (4) Assistance through International Finance Corporation (IFC) ($ 10 million)
- (5) Assistance through NGOs and other organizations (approximately $ 70 million)
3 Japanese ODA loan (15 projects, approximately $3.28 billion)
- (1) Port Sector Rehabilitation Project (approx.$270 million)
- (2) Irrigation Sector Loan Program (approx.$90 million)
- (3) Al-Mussaib Thermal Power Plant Rehabilitation Project (approx.$330 million)
- (4) Samawah Bridges and Roads Construction Project (approx.$30 million)
- (5) Engineering Services for Basrah Refinery Upgrading Project (approx.$20 million)
- (6) Khor Al-Zubair Fertilizer Plant Rehabilitation Project (approx.$160 million)
- (7) Crude Oil Export Facility Reconstruction Project (approx.$430 million)
- (8) Electricity Sector Reconstruction Project (approx.$280 million)
- (9) Basrah Water Supply Improvement Project (approx. $370 million)
- (10) Electricity Sector Reconstruction Project in Kurdistan Region (approx. $130 million)
- (11) Water Supply Improvement Project in Kurdistan Region (approx. $300 million)
- (12) Engineering Services for Baghdad Sewage Facilities Improvement Project (approx. $20 million)
- (13) Water Supply Sector Loan Project in Mid-Western Iraq (approx. $400 million)
- (14) Al-Akkaz Gas Power Plant Construction Project (approx. $ 290 million)
- (15) Deralok Hydropower Plant Construction Project (approx. $170 million)
- (Note)The total amount is not the same as the sum amount of each project because of round-off.
4 Debt Reduction Measures for the Republic of Iraq ($6.7 billion)
In November 2005, the Government of Japan signed a document upon the debt reduction. 80% of approx. 889 billion yen debt was cancelled in total in three stages; $2.42 billion in November 2005, $2.4 billion in December 2005, and $1.9 billion in December 2008. This amounts to a reduction of approximately $6.7 billion.
