Prime Minister Mori's Statement at the ASEAN+1 Summit Meeting in Singapore

Perspective of Japan-ASEAN cooperation in the 21st century--Proposal of "the Japan-ASEAN New Partnership"
1. Equal Japan-ASEAN partnership in a globalized international community
(1) IT
- Emphasizing Japan's will to work toward successful implementation of the "Comprehensive Cooperation Package" of 15 billion US dollars, in which the ASEAN region will assume an important priority
(2) WTO
- Emphasizing the importance of strengthening cooperation for the early launch of a new round and for the setting of agenda reflecting interests and concerns of all WTO member states
(3) UN Reform
- Calling for the cooperation for the early realization of the UN reform, including Security Council reform
2. Strengthening of Japan-ASEAN relations
(1) Announcement of a new scholarship program for ASEAN senior high-school students (Expansion of Obuchi Plan)
- Inviting 100 senior high-school students from ASEAN member countries and implementing short-term program (for a few weeks) (e.g. study in senior high-school, home stay, etc.) in 2001
- Implementing long-term program (for one year) (e.g. study in specialized upper secondary school (agriculture, industry and commerce), colleges of technology, etc.) in 2002
(2) Promotion of trade and investment
a. Cooperation for the economic integration of ASEAN
b. Promotion of trade, investment and tourism through ASEAN Promotion Centre on Trade, Investment and Tourism
3. Establishment of a task force to follow up the recommendations
