Within the parameters of Philippine commitment to TCDC, and the UN general framework for cooperation for LDC's, we will continue to undertake training programs to promote and strengthen self-reliance among developing countries, in the context of their national development goals, and, with the end in view of establishing a new international economic order.

The Council is committed to capacity building and matching the development needs of beneficiaries, thereby directly impacting on poverty alleviation as well as on the international competitiveness and integration of the beneficiary country into the world economy.
