II. Project / Programme description
- Objectives
The project is a "Facility" that aims at contributing to the implementation of the Agenda for Action for African Development as follow-up to the Tokyo International Conference for African Development (TICAD II). Through the mobilization of over 100 UN Volunteers over a period of three years, the facility is geared towards (i) advancing social development through support to poverty eradication/sustainable livelihood programmes; (ii) promoting private sector development through skills training and transfer of technology; and (iii) promoting good governance and decentralization. - Activities / contents:
The main activities will focus under the following three main areas:
Community Organisation- Support to good governance through promotion of "best practices" and capacity building
- Support to decentralisation processes and local empowerment initiatives
- Support to activities which stimulate and facilitate local development and grass roots initiatives
- Support to adult functional literacy activities
Agriculture Development
- Support to agriculture productivitiy enhancement of small holders, with particular attention to women
- Support to small-scale irrigation schemes
- Support to food-security related actions
- Support to intra-regional and Asia-Africa co-operation for the implementation of the UN Convention to Combat Desertification
Private Sector development
- Support to the informal sector through skills building and micro-credit schemes
- Support to Small and Medium Enterprises development through the promotion of good managerial practices and transfer of appropriate technology to Africa, particularly through the UN International Short Term Advisory Resources (UNISTAR) and Transfer of Knowledge Through Expatriate Nationals (TOKTEN).
- Expected Outcomes / Impacts
Community Organisation
- Appropriate bottom-up approaches established and applied consistently
- capacity of Civil Society strengthened for effective contribution to sustainable development
- Tradition of direct and continuous interaction established between community-based organisatoins and Civil Society institutions
- Increased social empowerment and economic security of women;
- Improved access of targeted communities to basic services.
Agriculture Development
- Development and management of small irrigation schemes;
- Strengthened African co-operation with external partners, especially Asian, in the area of agricultural technology know-how, extension services and rural infrastructure;
- Increased production of food crops, livestock, fisheries and improved marketing.
Private Sector Development
- Enhanced technological and managerial skills for entrepreneurship development including technology acquisition, production processes and market access;
- Enhanced South-South and Asia-Africa co-operation through exchange of experiences, including business management, and collaborative relationships to stimulate joint ventures, investment and trade.
- Features in line with the Agenda for Action:
The Facility is designed to build/strengthen capaciy for African development in the area of Social Development; Private Sector Development; Agriculture; and Good Governance. Uniquely, it contributes to Africa-Asia co-operation.
