II. Project / program description

  1. Objectives

    Encourage and enhance the dialogue between the private and public sectors in Mozambique in order to lead to a partnership in addressing the development of the private sector in the country.
  2. Activities / contents

    The core of the effort is an annual private sector conference usually held in the fall. As a lead up to the main conference, a series of smaller one-day conferences have been held in the two other major cities in the country (Beira and Nampula). The outcomes of these "mini-conferences" are reported at the larger conference. This year (1998) there will also be a mini-conference in Nelsprit, a town in South Africa, near the Mozambican border.
  3. Actual outcomes / impacts

    An observable outcome has been an enhanced cooperation and trust between the government and the private sector. Other concrete direct outcomes of these conferences have been the formation of the CTA (Working Group of Business Associations) and the private sector unit within the Ministry of Industry, Trade and Tourism.

    Through the CTA, the various private sector associations have united under one banner in order to be able to speak with one voice in their dialogue with the government. The CTA also coordinates private sector activities, disseminates information, and lobbies for greater change within the government. The private sector unit within the Ministry of Industry, Trade & Tourism has been instrumental in following up on the recommendations of the conferences during the year. In carrying out this task, it works closely with the CTA. They currently have a standing weekly meeting.

    Starting with the 4th such conference (to be held in September 1998), the CTA is the prime organizing body (whereas for the first three it was primarily donor driven).
