Project for Malaria Control in Africa

Introduction

Malaria is one of the most public health problems in Africa with an estimated number of 480 million cases every year and 1.5 to 2.7 million deaths. There is increasing resistance of the parasite to the first line drug used. In 1997 and 1998, $18 million was made available by the Director General of WHO to support Malaria Control in Africa. With these funds it has been possible to reinforce the capacity of the regional Office of World Health Organisation for Africa to support countries in implementing malaria control activities. With this special input, efficacy testing and drug policy, treatment and promotion of bed-nets increased. Drug sensitivity studies have been done and sentinel sites created to monitor the trend. There is more and more better follow up of level of resistance. Promotion of the use of bed-nets has started and awareness of population increased. However these funds had covered only 38% of districts of selected countries and there is a need to expand the coverage. This proposal will allowed the countries to extend the ongoing activities progressively in order to reach all the population of malaria areas.

II. Project / program description

  1. Objectives
    Strengthen countries capacity in:
    • providing early diagnosis and prompt treatment
    • monitoring of drug efficacy and development of antimalarial drug policy
    • planning and implementing selective and sustainable preventive measures, including vector control
    • forecasting, early detection, containment and or prevention of epidemics assessment of a country's malaria situation, in particular the ecological, social and economic determinants of the diseases
  2. Activities / contents
    • Support countries in undertaking studies to assess and monitor drug efficacy
    • Strengthen capacity of health personnel in drug efficacy analysis
    • Strengthen capacity of health personnel in antimalarial drug policy development
    • Promote the use of bed-nets and strengthen the capacity of countries and districts in prevention
    • Training of health personnel in basic and applied research that will permit and promote the regular assessment of country's malaria cases
    • Provision of essential drug for simple and severe malaria cases
    • Strengthen the capacity of countries in supervision and monitoring
    • Purchase of equipment and other supply The total cost of the project is estimated to be 5 million, US$.
  3. Expected outcomes / impacts
    (i) increasing access to and use of effective and correct malaria treatment in all endemic areas at both primary and secondary level, and (ii) increasing access to and use of selective vector control and personal protection especially Impregnated Treated Nets (ITNs).
