II. Project / Programme description

  1. Objectives
    As a follow-up to the Paris AIDS Summit of 1994, where governments called for increased support for people living with HIV/AIDS, the project aims to directly support people living with and affected by the epidemic by engaging them as National United Nations Volunteers (NUNVs) to work in their own countries and communities thereby ensuring their experience and insight contribute to the response to the epidemic. The project also aims at strengthening the capacity and co-ordination of the networks and support groups.
  2. Activities/contents
    1. Consultative planning workshop involving the Networks/support groups of People living with and affected by HIV/AIDS, CBOs, NGOs, UN-agencies, National AIDS Secretariat and other relevant stakeholders and define criteria for recruitment and selection of candidates.
    2. Set-up the Project Advisory Group at country level constituting the National AIDS Secretariat; the UN-Theme Group on AIDS; Network of People Living with HIV/AIDS; selected representative of Host Organizations and the Project Co-ordinator.
    3. Under take self-reflection workshops involving potential candidates (People Living with and affected by HIV/AIDS) and potential Host Organization that host the NUNVs and draw short-listed candidates.
    4. Recruitment and placement of 20 NUNVs (ten in each country).
    5. Defining pre-assignment and during-assignment training needs such as counselling and skills training.
    6. Set-up monitoring and evaluation tools.
    7. Direct support, through micro-grant activities that strengthen the Networks/Support groups.
    8. Resource mobilization for possible expansion to other countries within the region and duplicated to other regions.
  3. Expected outcomes / impacts
    1. The greater involvement of people living with HIH/AIDS (GIPA principles) practiced and promoted.
    2. Opportunities for more favourable environment created to reduce stigma and neglect of those infected and affected by the epidemic.
    3. Contribution of the expertise and knowledge of those directly affected to the national programmes realized.
    4. Networks/support groups strengthened and thereby community activities enhanced.
  4. Features in line with the Agenda for Action
    This project is in line with the TICAD II action plan under the heading of Social Development.
