II. Project / program description

  1. Objectives
    By the year 2000:
    1. To have promoted political support among district, religious and opinion leaders for adolescent reproductive health programs and activities in 20 districts.
    2. To have promoted community support among sub-country leaders for adolescent reproductive health programs and activities in 25% of the 20 districts.
    3. To have promoted positive cultural practices that enhance adolescent reproductive life in 30 parishes per selected districts.
    4. To have increased inter-personal communication between parents, children and adolescents among at least 30% of the families of the targeted adolescents.
    5. To have sensitized 15% of adolescents a year in the Programme districts about reproductive and sexual health risks and teenage growing up problems and promote responsible sexual behavior.
    6. To have provided 15% of adolescents with accessible, acceptable and affordable reproductive health services in the PEARL Programme area and advocate for their reproductive health problems in the existing Health Units.
    7. To have used Community/PEARL Centers (Multi-purpose Youth Centers) to introduce 15% of adolescents a year to existing health services and advocate for their reproductive health problems with a view to providing adolescent friendly reproductive health care.
    8. To have strengthened management capacity and mobilization skills for 20 districts and 120 Sub-country Coordinators with a view of ensuring sustainability of the Programme.
    9. To have equipped at least 50 adolescents per community/PEARL centre per year with relevant artisan skills to enhance economic integration in the local business community.
    10. To establish mechanism with the ministry of Labour for designing adolescent-specific vocational programs to be piloted for at least 30 adolescents per year per sub-country.
  2. Activities / strategies
    • Undertake operational research on the cultures and traditions that affect sexual behavior and RH of adolescents.
    • Undertake sensitization seminars for parents, youth and youth group leaders, opinion, districts and political leaders including NGOs.
    • Identify and assess relevance and use of existing IEC materials on RH from stakeholders. Production/reproduction and distribution of IEC materials to community centers.
    • Training of youth and Adolescents in leadership and survival skills, interpersonal skills, gender and development,
    • Use of mass media (electronic and print) to create awareness on RH, STD and HIV/AIDS, laws and policies related to RH and sexual abuse.
    • train health care providers to provide adolescent friendly health services at both the existing health facilities and the multi-purpose youth centers.
    • Provide medical equipments and supplies including contraceptives.
    • Community based distribution of non-prescriptive contraceptives.
    • Provision of RH information, counseling and services to young people at the multi-purpose centers.
    • leadership and management training will be provided for youth leaders and peer mobilizers.
  3. Expected outcomes / impacts
    • Increased in support for adolescent RH by the government, policy makers, community and opinion leaders, and among parents and youth themselves.
    • better access to RH information and services by youth and adolescents in Uganda.
    • decreased incidence of STDs including HIV/AIDS among youth and adolescents and the entire population
    • greater awareness among the general population and more specifically among the opinion, religious and traditional leaders on the need for adolescent RH services
    • Improved reproductive health behavior among young in Uganda.

    The project addresses Youth and Adolescents Reproductive Health issues and capacity building.
