- Target group (rural women and men of Cabo Delgado) participate in decision-making, provision, operation and maintenance and management of water supply installations
- Relevant institutional elements of provincial water sector are developed

- National water policy introduced on provincial level
- Demand principle introduced
- Technologies are standardised
- System of "Animation and Preventive Maintenance" is improved
- Regular co-ordination with other sector is established
- Expected outcomes / impacts
- Strategy of demand-orientation is established in order to increase sustainability
- Participation of the beneficiary communities is guaranteed
- Institutional structures have to be adopted in order to be able to respond to demands of the community
- Features in line with the Agenda for Action
The introduction of the demand oriented approach responds to the concerns of missing sustainability. The "APM" and "protocol" approach underline the national policy of decentralisation.
