- Objectives
To strengthen the capacity of Namibians to optimally manage their water resources/water supplies using sound water conservation practice. - Activities / contents
The project will provide the partner institution MAWRD with technical assistance and advisory services to improve its capacity to manage the water resources of Namibia efficiently, effectively and in an environmentally sound manner, giving particular emphasis to the needs of the black majority of the Namibian people living in the communal areas for equitable and adequate access to water.
Project interventions will be on two levels: The policy level, where the institutional reform process initiated as part of the World Bank, BMZ/GTZ and UNDP supported Namibian Water Resources Management Review (NWRMR) will result in a more effective and appropriate institutional structure for the Water Sector. This new structure will reflect the decentralisation policy of the Government of Namibia whereby the responsibility for rural water supply has been given to the Regional Councils and the responsibility for bulk water supply to NamWater. The community level, where community participation and empowerment is envisaged to provide for adequate and sustainable rural water supply and gradual cost recovery in pilot communities in the two regions of Erongo and Omusati.
Major activities: Carrying out of an institutional framework study and a human resource development review/strategy, draft of an enabling policy and legislation on institutional framework, capacity building within the NWRMR-process, development and implementation of a training strategy for Government staff; Facilitation of a policy development in water conservation and demand management, development of a methodology for integrating water conservation in planning and designing of water supply schemes; Facilitation of participatory planning and management of water points in pilot communities, advisory services on legal framework of water point management, awareness creation of sanitation and hygiene education at community level, capacity building of Regional Councils to support community based management. - Expected outcomes / impacts
The project supports improved water resources management in order to contribute to the socio-economic development of Namibia in general, and of the previously disadvantaged black majority in particular. - Features in line with the Agenda for Action
The project will contribute to strengthening human capacity building and support emerging government policies of Public Service Reform and decentralisation in general, in order to assist in the creation of favourable frame-conditions and facilitate the implementation of the government endorsed processes of the Namibia Water Resources Management Review and Community Based Management.
