- Objectives
- To strengthen governing institutions for people-centered development.
- To promote decentralization that supports local governance and empowers communities and local institutions.
- To promote an efficient and accountable public sector that serves all citizens.
- Activities / contents
Areas of activities include constitutional and judicial reforms, human rights, electoral and parliamentary reforms, decentralization of power and resources, empowerment of local institutions, NGOs and CSOs, strengthening of socio-economic management and public administration, civic education, information and media. Focus is given to the capacity development to promote good governance and democratic practices. In line with the national priority, each project is fully developed and committed by the respective governments and civil society. Japan will provide financial support to implement those projects and programs at national and regional levels that are emanating from the UNDP-sponsored Africa Governance Forum (AGF) process. For the initial year, a selection of projects / programs aiming at the improvement of "transparency and accountability" will be supported by the Japanese contribution to the UNDP Human Resources Development Fund. - Expected outcomes / impacts
Expected outcomes and impacts of each project vary depending on the areas of activities. In general, however, the following medium and long-term impacts are expected:- Improved ability to effectively respond to specific needs and /or socio-economic conditions in the areas of governance.
- Strengthened partnership to build consensus among governments, civil society, and external partners and coordination mechanisms to support governance projects and democratic practices.
- Institutionalization of good governance practices where African Governments lay a firm foundation for human-centered, equitable and sustainable development.
- Features in line with the Agenda for Action
The Agenda for Action calls for specific measures to improve governance in Africa, including action for the establishment of transparent and accountable civil service.
