II. Project / program description

  1. Objectives
    • reinforce the capacities of local administration
    • increase income of local administration
    • improve the supply of communal services (e.g. market places, bus terminals etc.) to the population in and around central towns
  2. Activities / contents
    • training of local administration
    • financing of communal investments via an open demand-driven program-approach (communal investment fund)
  3. Expected outcomes / impacts
    • enhance the decentralization process by creating local capacities
    • alleviate poverty by improving basic need services
    • create employment and economic growth on a decentralized level
