- Objectives
- To promote local development and strengthen local government
- To implement institutional and legal measures to facilitate decentralisation
- To create conditions to permit municipalities to function permanently
- To put in place the necessary accompanying instruments
- To establish the framework of rural decentralisation and of local development
- Activities / contents
- Preparation, negotiation and adoption of the decentralisation orientation texts (DOTs)
- Support their implementation in 33 urban municipalities
- Create two municipal support instruments: Sagedecom (management) and Fodecom (financing)
- Set up municipal training units
- Expected outcomes / impact
- The 33 existing municipalities manage their development and the utilisation of their capacities
- 14 new municipalities to be established
- The texts for applying DOTs are approved and implemented
- The drafts of the support instruments are finalised and adopted
- Decentralised administration is strengthened and local development is supported
- The contents and the scheduling of the rural decentralisation programme are determined
- Features in line with the Agenda for Action
- Decentralisation is envisaged as a medium-term process (15-20 years) progressively delegating powers and means to municipal and rural levels
- The CND is an administrative body assigned with the single mission of steering the process of providing support advice, and of supervising the implementation of the measures to be taken
