II. Project / program description

  1. Objectives
    • To increase access to basic educational services in targeted under-served areas (especially for girls), and
    • to increase sector efficiency and school effectiveness.
  2. Activities / contents
    • Construction and equipment of up to 400 primary school classrooms,
    • reconstruction/construction of 3 highschools,
    • studies and counselling for the adjustment of educational curriculas,
    • studies and counselling for the improvement of girls' enrolment.

      Parallel to these activities financed by KfW, the IDA financing includes teacher training, applied research and pedagogical innovation, provision of textbooks, institutional capacity building as well as school construction and renovation.
  3. Expected outcomes / impacts

    The project will set the stage for universal primary education in addition to the following immediate benefits:
    • primary school enrolment will increase significantly with a substantial increase in the attendance of girls,
    • primary school children in the targeted areas will receive better quality education, and
    • the costs of education will be contained for parents and government.
  4. Features in line with the Agenda for Action

    The project covers all aspects vital for improvements in the primary education subsector and is designed similarly to sector investment programs. An intensive coordination between the donors involved during project preparation has facilitated constructive discussions with local partners and encouraged political decisions necessary for increased sector performance.
    Through combination of different technical and financial assistance tools a vertical approach, affecting school children, parents, teachers, sector administration, politicians and private sector, can be followed.
