II.Project Description
- Objectives
The PSPFE is a project complementary to the World Bank executed project to consolidate professional training (CPPF) [IDA credit of DTS 9 million]. The CPPF's objective is to modernize the setting and operations of some of the training centers with a view to improving competence in training and strengthening of management of the public establishments. The PSFPE's objectives are to accompany the transformation of the professional training system toward the private sector, and arrange for an efficient financing and management mechanism for training services provided to enterprises. The project is to contribute equally to financing professional training and developing analyses of the labor-market and training needs (Employment and training information). - Activities
1) Provide advice and guidance on the direction of technical and professional teaching in line with the results of the training needs analyses.
2) Assist in arranging of UFSE's (Training and Support Units at the Enterprises) at the enterprises of the public training establishments. These units, which are to be financially autonomous, aim at the formulation of training (modern sector and craftsmen levels). The public sector training establishments are charged next in the realization of such training. The French technical assistance (TA) is to strengthen the Malian training teams, and assist them in the formulation of training supply profiles and useful management tools needed by the UFES'.
3) Provide advice on BSFPA (Bottom of Support in Professional Training and Apprenticeship) in the financing, management and formulation of training actions.
4) Provide training to Malian personnel (On-the-jop training of Directors of UFSE advisers; trainers). - Expected Outcomes
1) Increased analytical and appraisal capacity.
2) A structured public and private sector professional training supply profile.
3) Improved management of public sector professional training.
4) Developed supply profile of professional public sector training, which responds to enterprises' needs and short term needs of employees.
5) Improved professional qualifications of private sector employees. - Perspectives
1) Assistance to national level authorities' activities and responsibilities.
2) Development of training design capabilities.
