II. Project / program description

  1. Objectives
    To increase the fit between the technical education and vocational training system and Guinea's labour needs. To support Guinean authorities in engineering the reform of the sub-sector and in initiating aspects of its implementation.
  2. Activities / contents
    Review of training systems, training of trainers in industrial electrical engineering, new school map, consultation of the donor community. Implementation of the new policy began with the establishment of a new ministry responsible for ETFP and the development of the Ministry's new organization chart.
  3. Expected outcomes / impacts
    Better fit between training and employment in Guinea and a larger clientele in the area of ETFP. Better participation by principals and staff, and a larger female staff and clientele.
  4. Features in line with the Agenda for Action
    The project relies on Guinea's government commitment, as well as the development of its credibility and competence in this area, which may encourage donors and Guinean partners to invest in implementing reform. The project essentially covers the area of social development (education), but also has a definite impact on economic development by improving job prospects and the quality of the labour force. The project also integrates gender issues. The next step is to mobilize the donor community's support at the ETFP round table in Conakry on September 25. Canada has already made a commitment to show leadership in this area and to make a significant financial contribution over the next five years. (This is now in the advanced planning stage.)
