II.Project / program description
- Objectives
The project aims at supporting Government efforts for increasing children's enrolment and retention in primary school, particularly in the rural areas. The project should help contribute to improving and universalising basic education, and should reduce geographical and gender imbalances. WFP assistance to the education sector in Ivory Coast began in 1989 with project IVC 3358.00. The present expansion aims at targeting the northern provinces and to progressively substitute WFP assistance by local community inputs.
- Activities / contents
Through the daily distribution of a meal to all pupils, the project will contribute to increase the number of children going to primary school. Parents and local communities will participate in the food basket with inputs of 45 per cent produced or purchased locally. Thirty percent of the total beneficiaries in each school, belonging to the poorest families will be selected to get a free ration; and two thirds among them will be girls. The food aid commitment which totals 5,928 metric tons will benefit an average of 65,000 children. During the first year of the project WFP assistance will represent 62.5% for food resources versus 37.5% for the local communities, and will decrease gradually 10%/90% ratio in the last year of the project.
- Expected outcomes / impacts
The project will contribute to raise enrolment and attendance rates (gross enrolment ratio up to 8% drop-out rate less than 5%), and will encourage girls to attend schools to reduce gender imbalance. The project will augment pupils' capacity to learn by providing them with a nutritional complement.
The schools selected by the project will benefit from rehabilitate or new buildings (stores, canteens, kitchen).
The project will also reinforce the commitment of local communities via their direct participation in the school canteens, through school management committees and parent's associations.
