II. Project / program description

  1. Objectives
    Strengthen debt management capacity through training provided by institutions already operating in this area.
  2. Activities / contents:
    Workshops and training courses for technical staff and policy makers in debt management. The training and assistance would focus on the three key areas of debt management capacity, moving progressively, and accorging to individual country needs: (i)the basics of debt recording, (ii) debt management systems; and (iii) integration of debt reporting systems into the macro-economic management and policy-making process.
  3. Expected outcomes / impacts:
    The programs are expected to improve the skills of African officials in three key areas: First, officials will learn about the best practice in debt recording, that ultimately will contribute to more timely debt servicing. Secondly, officials will acquire skills to better manage the debt, including re-negotiating of terms, implementation of the Paris Club management. Third, the program would promote synergy between debt and macro economic management, and hence increase consistency in policy making.
  4. Features in line with the Agenda for Action
    To help alleviate the external debt burden of African countries (Section 2.4); to strengthen national accounting systems and to build human capacity in debt and sound macroeconomic management.
