II. Project / program description

  1. Objectives
    This Forum is to follow up Tokyo guidelines which emphasize the importance of the mine-infested countries' ownership and the partnership among mine-infested countries, international organizations and NGOs, aiming to achieve “Zero Victims.” In this forum we are to share the “best practices” of Cambodian experiences in demining and victim assistance and, at the same time, to examine how to cooperate and coordinate among donor countries, international organizations and NGOs in order to assist the efforts of the mine-infested countries. This Forum also aims to promote "South-south cooperation" in mine clearance activities among mine-infested countries both in Asia and in Africa.
    1. to facilitate the co-operation amongst the mine-infested countries themselves so that they play a key role in mine clearance activities, and that the donor countries, international organizations and NGOs can support them in the spirit of partnership.
    2. to determine specific initiatives to be implemented to achieve sharing of mine action knowledge; to strengthen efforts to develop cheaper, safer and more efficient technologies for mine detection and removal and identify opportunities for collective or centralized conduct of activities common to all mine action operations.
    3. to identify the approaches to be considered by the international community to assist mine-infested countries in developing the capability to manage and carry out comprehensive programs for medical treatment, manufacture of artificial limbs, rehabilitation and vocational training for their respective mine victims.
  2. Activities / contents
    The preparation of the Forum will be conducted over a five month period from 1st June 1998. The Forum staff will work in close co-operation with the Director of CMAC and the staff of CAMC throughout the preparation period. The Forum is to be conducted in Phnom Penh in the period 26th to 28th of October as detailed in Annex to the project document.
  3. Expected outcomes / impact
    1. to facilitate co-operation and partnership amongst mine infected countries and with donors and NGO working in the mine action sector.
    2. to identify specific actions regarding information exchange; joint activities; collective arrangements for aspects such as training or developmental matters; possible approaches to support industry and research organizations working to provide cheaper, safer and more efficient demining technologies.
    3. to determine specific actions to be considered by the international community to assist mine infested countries to support the rehabilitation and reintegration of land mine victims.
    4. to disseminate some of the key experiences of CMAC in the aspects of intervention programs, area reduction techniques, and clearance operations.
  4. Features in line with the Agenda for Action
    To be able to share the "best practices" of Cambodian experiences in demining and victim assistance, and promote "South-south co-operation" in the mine clearance activities.
