II. Project / program description

  1. Objectives
    To assist the OAU in developing its EWS (Early Warning System) so that a complete information system will be established in the Organization to monitor and analyze conflict situations in Africa.
  2. Activities / contents
    The EWS is being developed in three following phases.
    1. LAN development for Conflict Management Centre (completed by the US assistance)
    2. Internet development for Political Department, Secretary General's office, Legal Division, Refugees Division, and Election Division of the Organization's headquarters (assisted by Japan)
    3. Linkages with regional offices, NGOs, and member states
  3. Expected outcomes / impact
    The data bank of the early warning information will facilitate preparedness of the OAU and other parties concerned for implementation of regional policy options and strategic choices in the context of regional collective security. It will also help enhance the predictive capacity of the OAU Mechanism for Conflict Prevention, Management and Resolution.
  4. Features in line with the Agenda for Action
    This project is expected to contribute to strengthening the OAU's ability to prevent, manage, and resolve conflicts in Africa.
