II. Project / program description

  1. Objectives
    Pacification, reconciliation and reconstruction of area between Tombouctou and Mauritanian border.
  2. Activities / contents
    • repatriate refugees from Mauritanian refugee camps,
    • repatriate internally displaced persons,
    • reinsert them into the social fabric,
    • strengthen interethnic reconciliation (dialogue, peace meetings),
    • reconstruct public infrastructure (wells, schools, hospitals, local administration, technical services),
    • relance economic activities (mainly in agriculture, animal husbandry, and handicraft),
    • create food security (cereal banks, stock management, disaster prevention)
    • further decentralization
    The emphasis lies on zonal and regional development, integrating all ethnic groups living in this multiethnic part of Northern Mali (Songhoi, Touareg, Moores, Fulani, Bambara, Bozo, etc.).
    A program consultative committee representing all ethnic groups and the main political tendencies of the project zone concerned decides on program activities. The program of finances activities of the local population only. The population regards this program as their own.
  3. Expected outcomes / impact
    The civil fighting has stopped. The refugee camps in Mauritania have been dismanteled. The internally displaced persons have been resettled and reintegrated. The public infrastructure has been reconstructed. The (fragile) economy has been revitalized. Irrigation along the Niger river is providing a more permanent and reliable economic basis for future generations. All ethnic groups benefit of this development and take over the social and political management on the local level.
  4. Features in line with the Agenda for Action
    Conflict prevention, post conflict management: dialogue, settlement, negotiations, reconciliation meetings;
    rural development; mainly small scale irrigation (plots of ca. 40 ha), labour intensive, low-cost development of sites, simple technology and management;
    infrastructure: 55 public buildings in improved and durable local material (natural stone, bricks compressed banco), adapted Malian design; ca. 20 solar and electric pomps for drinking water covering the zone, ca. 100 newly constructed or improved wells (180 cm) for animal husbandry.
    private sector: extensive use of private bureaux d'études and Malian entrepreneurs (building construction, metal works, tool manufacturing),
    decentralization: direct cooperation and assistance for newly emerging local councils;
    international cooperation: close and direct cooperation with agencies of the UN system (UNHCR and WFP) and the European Union,
