II. Project / programme description
- Objectives
The civil war in Liberia lasted for about seven years and has caused about 150,000 deaths and an unknown number of wounded. The basic social and economic infrastructure has collapsed and the one prosperous farming and mining sectors abandoned. With the advent of a new government and improvements in the overall security environment, refugees and internally displaced persons have started to return home. The project's overall goal is to contribute to the improvement of living conditions and food security in rural Liberia, by supporting rural development schemes initiated by the communities concerned, with the technical assistance of NGOs. - Activities / contents
The proposed project aims at opening up 650 ha of swamps land and clearing 100km of access roads linking villages to the swamps area in collaboration with NGOs. Food-for-work will provide employment and an effective safety net for the project participants. It will directly benefit a farming population of 26,000 in 65 villages. Women will represent 75% of the target population. Project targetting will be based on the outcome of the on-going vulnerability and risk mapping exercise undertaken by the United Nations and NGOs in Liberia. The total food commitment for this project is 2,013 metric tons. - Expected outcomes / impacts
Through assisting returnees and IDPs to resettle, the project will strengthen short term food security. Provision of seeds and agricultural tools, and rehabilitation of access roads to productive swamps will facilitate farm activities. The project will impact the household positively as the food will be distributed directly to participating women who are also ultimately responsible for assuring household food security. Some of these returnees are coming back to their areas of abode for the first time in seven years, and this project may be the first and the only source of income or productive opportunity during the initial year. - Features in line with the Agenda for Action
The present project is in line with the agenda for action in areas of poverty alleviation, prerequisites for development, conflict prevention and post-conflict development.
