II. Project / program description

  1. Objectives
    Development Objectives:
    This programme will contribute to the consolidation of peace process through the promotion of development opportunities, based on indigenous initiative, involving youth and women, aimed at increased self-reliance and sustainable human development in the post conflict African countries of Mozambique, Angola, Liberia and Sierra Leone.
    Immediate Objectives:
    1. To promote and strengthen co-operation and confidence among youth, women and national development institutions.
    2. To develop local initiative-taking capacity for improved livelihood and local conflict prevention/resolution.
    3. To develop in/inter-country network mechanisms for sharing and cross-fertilisation of experiences.
  2. Activities / contents
    1. After selection of the geographical areas of intervention, a participatory survey/needs assessment will be undertaken:
    2. Facilitate community based training in group organisation, leadership and management;
    3. Training in development project identification, formulation and planning;
    4. Facilitate group mechanisms for participatory monitoring and evaluation;
    5. Provide on-the-job training to assess income generating opportunities and marketing opportunities for local production;
    6. Facilitate access of local women and youth to existing programmes and institutions;
    7. Facilitate conflict identification and prevention;
    8. Ensure information sharing within communities as well as with local governments;
    9. Organise and facilitate inter-country study tours for community groups, NGO leaders and local national authorities;
    10. Document local initiative and practises for improved livelihood.
  3. Expected outcomes / impacts
    1. At least 200 local groups and associations of youth and women created and/or strengthened in the participating countries;
    2. Tradition of direct and continuous interaction established between community- based organisations and national development institutions/authorities;
    3. A range of income earning farm/off-farm activities as well as basic community services established and/or strengthened to benefit directly about 10,000 people;
    4. Local mechanisms established and operational for timely detection and prevention/resolution of potential conflicts;
    5. Group leaders and members exposed to other communities* activities for increased income-earnings as well as in local conflict prevention and resolution;
    6. Programme experiences documented and related information shared.
  4. Features in line with the Agenda for Action
    This project is in line with the TICAD II action plan under the heading of Promotion of a Favourable Environment for Development.
