II. Project / program description

  1. Objectives
    • Make the Sahel a pilot area for the next generation of cooperation. This goal is in line with the OECD DAC's objectives for the 21st century since it places cooperation more at the disposal of Sahelians to achieve their goals stated in the Memorandum of Banjul (September 1997).
    • Seek the ways and means of limiting the region's dependence on ODA by giving the highest priority possible to developing other sources of finance, local savings and diversified external resources.
  2. Activities / contents
    • Circulation of the Memorandum of Banjul
    • Support for Sahelian countries wishing to evaluate their aid systems
    • Sectoral working groups on aid for rural development, the private sector and decentralization
    • Gradually develop a set of principles likely to better guide the implementation of cooperation in the Sahel, inspired by the Food Aid Charter and by the orientations adopted by the DAC
  3. Expected outcomes / impacts
    • Development cooperation agencies exercise greater restraint in their dealings with partners
    • Improved coordination (shared information systems, joint evaluations)
    • Improved ownership of development cooperation programs by Sahelian men and women
