II. Project / program description

  1. Objectives
    • To provide food as an incentive and income transfer to enable vulnerable groups and low-income food-insecure urban households to take part in labour intensive works for improving their living conditions and upgrading their settlements;
    • to facilitate capacity building programmes for Community Based Organisations;
    • to contribute to the promotion of the quality of life of vulnerable groups in unplanned settlements by enhancing their coping abilities through vocational skills and entrepreneurship training;
    • to promote and support the establishment of former FFW participants as small scale contractors for road maintenance and disposal collection;
    • to support the upgrading of unplanned urban settlements using labour based approaches.
  2. Activities / contents
    This project is part of the Zambia Country Programme 1998/2002. It targets low income unplanned urban settlements in 14 urban districts. The project offers a social safety net for low income urban residents by providing food as an incentive to mitigate food insecurity, improve nutrition and living conditions of poor households through skills training and labour based infrastructure and environmental improvement works.
  3. Expected outcomes / impacts
    • Participation of 45,000 food insecure low-income residents during 6 months in labour intensive activities to improve their livelihood;
    • 42 Resident Development Committees RDCs trained to manage development projects in the third, fourth and final years of then projects;
    • At least 35% of food-for-work participants trained in functional literacy, vocational skills, entrepreneurship, basic hygiene and FLE;
    • One small scale maintenance contractor in each upgraded unplanned settlement;
    • Construction of 1,050 km of community roads.
  4. Features in line with the Agenda for Action
    The project is in line with the Agenda for Action as it covers one of its topics, i.e. poverty alleviation.
