II. Project / Programme description

  1. Objectives
    To encourage (through training) the development of income generating activities, initiated and managed by the grass-roots communities,. These activities have been launched in the framework of the 1st phase of the project and need to be further developed and replicated.
  2. Activities/contents
    14 UNV field workers (9 national and 5 international), working in mixed-teams, undertake the following activities:
    • Help the communities to identify their needs as well as resources to respond to them;
    • Sensitise the communities on the importance of organising groups or associations in order to better meet these needs;
    • Provide training in the fields of development and management of micro-projects and resource mobilisation;
    • Follow-up on the implementation of the micro-projects;
    • Ensure that the profit deriving from the micro-projects is distributed among the members of the associations (up to 8000 Frw) for either financing new micro-projects or expanding existing micro-projects:
  3. Expected outcomes / impacts
    In the framework of the 1st phase of the project, the impact has been the following: the activities of the project have benefited 14000 people in all (3500 orphans, 7200 widows, 1200 war disabled persons, 1500 men and 600 old people). In measurable terms, the income of the people and their associations have been increased, and networks among the associations and the NGOs have been established.

    The 2nd phase of the project will strengthen these achievements in order to enable the refugees and displaced persons established in the targeted communities to acquire self-reliance through the development of their own economic activities to enable them to take care of their families' basic needs, provide education for their children and find their place in the society. The economic dynamism established at the grass-roots level will also have a positive impact on the national economy. Finally, the project will indirectly convey a message of national reconciliation since it brings all the ethnic groups to work together.
  4. Features in line with the Agenda for Action
    The project is an example of the support of Asia to Africa since its 1st phase; it has been funded out of a contribution from the Government of Japan (268.000 US$) which has just approved the funding of its 2d phase (250.000 US$), on the basis of the results achieved during the 1st year.

    Moreover, it lies within the priorities set by the Government of Rwanda for economic recovery and peace building. The project ensures ownership by the national authorities and sustainability once the project itself is completed.

    It also meets the priority of TICAD II in that it tackles social economic development and conflict prevention.
