II. Project / program description

  1. Objectives
    The goal of the programme is to reduce poverty levels by supporting equitable social and economic development through Government. The specific objectives are (1) to support the process of decentralisation by developing capacity at provincial (and where possible) district level (2) to focus on social economic sectors to reduce poverty and dependence (3) to contribute to national level policy and strategy development including reference to experiences at provincial level and (4) to promote the needs of the poor at government and donor fora.
  2. Activities / contents
    The programme focuses on three broad areas of expenditure: Area Based Programmes, Support for Sector Aid andSupport for the purchase of Multilateral Debt.
    The Sector Investment Programmes involves supporting the development of National Government Programmes in health, education, agriculture and water. Support for area based programmes focuses on Niassa and Inhambane Provinces (health, education, capacity building, water, fisheries, agriculture etc.) with one urban water project in Maputo.
    Support for Good Governance, Human Rights and Democratisation is also a important component as is Demining which is supported in both provinces.
  3. Expected outcomes / impacts
    Improvement in the standard of living of the poorest sectors of the population of Mozambique through workingin partnership with the Government of Mozambique.
  4. Features in line with the Agenda for Action
    The Mozqmique Country Programme is in line with the policies set out in "Challenges and Opportunities Abroad: White Paper on Foreign Policy" published by the Government of Ireland in 1996.
