Objectives of WFP assistance: WFP assistance in Tanzania since 1995 has been concentrated in recent years on refugee populations in Western Tanzania and emergency assistance to drought-flood victims. A new emphasis on rehabilitation and development in now underway in an attempt to alleviate poverty and promote food security in Tanzania in a sustainable way.
WFP-assisted projects: Tanzania's Country Strategy Outline was approved at the SCP session of May 1995. WFP is supporting the rehabilitation of drought/food-attested areas and food security through Quick Action Project - 5975. WFP Tanzania is preparing a pilot school feeding project which should be approved in the coming months. A country Programme will likely be prepared by early 1999.

II. Project / program description

  1. Objectives(Immediate):
    While building on successful experiences under the emergency operation (EMOP 5889), this Quick Action project emphasises recovery and longer-term developmental outputs which will help mitigate future food shortages caused by natural disasters. It will also provide a link between relief and development, and set the stage for a disaster-preparedness approach. Specifically, it will support the following activities, depending on the priorities determined by the village communities:
    • ensure minimum food security through increased farm productivity and land resource conservation through the use of improved traditional micro-irrigation schemes and agro-forestry activities;
    • provide seasonal employment and enhance the well being of most food~insecure through the development and maintenance of badly needed rural infrastructure (secondary feeder roads, classrooms and traditional house hold grain stores);
    • empower rural women to better cope with food-deficit situations through training in literacy, health and nutrition, and productive skills.
    Objectives (Long Term):
    The long-term objective of this project is to support the government strategies for increased household food security and the development and maintenance of viable rural infrastructural assets in drought-prone regions. This will enhance and improve sustainable livelihood of the people, particularly the hungry poor.

  3. Expected outcomes / impacts
    People (drought/food-affected) will be engaged in food-for work activities for improved farming techniques of agro-forestry and maintenance of traditional irrigation systems on about 175 hectares of farmland.
    A total of 9,000 people will participate, using food-for-work, in the construction and maintenance of 710 km of secondary feeder roads, 450 traditional grain stores, and 146 classrooms.
    Rural women will be provided training courses in literacy, hygiene and productive skills.
